Fees Payable Upon Commencement of Case

Under procedures to be prescribed by the Judicial Conference, the district or bankruptcy court may waive the filing fee [both the fee set forth in 28 USC § 1930(a) plus any other fee - prescribed by the Judicial Conference under 28 USC § 1930(b) and (c) - that is payable on commencement of a Ch. 7 case] in an individual debtor's Ch. 7 case if:

The court determines that such individual:
1) has income less than 150% of the income official poverty line applicable to a family of that size and 
2) is unable to pay by installments.
